FOREWORD
Railways first responsibility in case of accidents is to reach and
extricate accident victims and organize affective trauma care. The first hour
after accident is termed as ‘The Golden Hour’ since.
-
Most
trauma patients can be saved if bleeding is effectively stopped and blood
pressure restored.
-
It is
likely that patient who experienced shock and remain in that state of shock to
long duration will die. Surgical intervention within that first one hour is
therefore crucial for increasing the patient’s chances of survival.
The High Level Committee on Disaster Management over
Indian Railways advised that each Zonal Railways and division must write their
Disaster Management Plan dovetailing the same with concerned State Govts./
District. Disaster Management Plans to ensure proper coordination and mutual
co-operation among divisions and Zonal Railway Authorities with the
State/District authorities in managing severe accidents over IR and disasters
in general. Railways should also be fully aware of the local, civil, army and
other resources available for supplementing the Disaster Management efforts as
and when required. The Disaster Management Plan must interalia include who is
responsible for what activities in detail to ensure the basic steps as below.
