STD
/ ISD / PCO / FAX / INTERNET BOOTHS
This
scheme has been introduced with a view to provide easy and user-friendly access to
passengers to communicate in emergency or otherwise.
These
booths will be operated by duly selected booth operators who should provide good quality
of customer service and on the following Terms and Conditions:
Ø
The
booths will be allotted to educated unemployed youth, physically handicapped and women not
less than 18 years of age. However no educational qualification is necessary for reserved
categories such as SC/ST/OBC/women/physically handicapped including blind persons. There will be quotas within this broad category.
Ø
For
allotment of booths at stations with an annual passenger earning of Rs.3.00 crores and
above, including all Stations of tourism importance, or important Junction station and all
suburban stations ( Categorised as A B & C
category stations) offers shall be invited through advertisements in the National /State
level/Local Newspaper, etc by the concerned Divisional Headquarters. A Two-packet tendering system viz. Packet
A and Packet B: will be followed.
Ø
For
allotment of booths at stations with an annual passenger earning of below Rs.3.00
crores including halt stations, the Two-packet tendering system will not be applicable.
Applications will be called from eligible persons by the divisions when the need arise.
Ø
Land
License fee
at
a uniform rate of 20% of the notified cost of the land price prevailing at the stations as
notified by the Railway from time to time will have to be paid, in respect of all category
of stations and the same will be increased by 10% every year, by the operator.
Ø
Commission
payable: (In case of A
B & C category stations) the percentage as
agreed upon shall be the commission payable (this percentage shall in no case be less than
10% of the commission payable to the booth operators by the service provider i.e.
BSNL/MTNL/ or any other authorized service provider)
Ø
In
case of D, E, F type of stations, minimum 10% of commission payable to the booth
operators by the service provide i.e. BSNL/ MTNL/ or any other authorized service provider
is payable to Railways.
Ø
Only
one booth would be allotted to one person subject to the applicant not operating another
STD/ISD/PCO/FAX/Internet booth on the Indian Railway premises.
Ø
Police
verification of antecedents is essential.
Ø
The
maximum size of the booth will be 5 X 6.
Ø
Two
telephone lines will be permitted in one booth.
Ø
The
booth holders will be permitted to install FAX facility within the space allotted and in
case FAX facility is installed, an additional telephone connection will be permitted.
Ø
The
booth holders will also be permitted to install internet kiosk for which 10% space of the
area be given extra on payment of additional land license fee.
Ø
For
operating the booth, the licensee will pay one years annual land license fee in
advance before construction permission is granted.
Ø
The
earnest money deposit will be retained by Railways as part of security deposit. Security
deposit of 6 months land license fee shall be deposited by the successful bidder.
Ø
The
period of contract would be for a period of five years.
This would be extended for another five years, provided the performance of the
booth operator is satisfactory and full license fee is regularly deposited during the
tenure. License will be for a maximum period
of 10 years only including extension period and no further extension will be permitted.
Ø
MTNL/BSNL/or
any other authorized service provider bills would form the basis for realizing the
commission for all facilities given to the licensee.
Ø
No
subletting of premises/booth will be allowed.
Ø
In
order to ensure that the facility is availed only by the person in whose favour, the
license has been granted, it would be mandatory for the licensee to operate the booth
personally at least in one shift of 8 hours.
Ø
The
party who has been allotted booth will have to start the booth within one month of
allotment failing which his/her allotment may be cancelled and earnest money forfeited.
Ø
The
Railway Administration will have the right to impose fine/terminate the license if the
licensee is not conforming to the conditions laid down and if there are complaints against
him/her for overcharging, etc.
