PAY
AND USE TOILETS LICENCES ON CENTRAL RAILWAY.
Ministry of Railways (Railway Board) has issued policy for provision of Pay & Use Toilets at Railway station under Policy Circular No. 46 – Commercial Directorate vide letter No. 05/TG-IV/10/SAN/32/Pay & Use Policy dated 07.06.2006.
1) Under
this policy it has been proposed to provide Deluxe Toilets with value added
services in the circulating areas and normal pay and use toilets at A-1, A
& B categories of stations.
1.1) Deluxe
toilets will be set up with the participation of the private sector on “Build,
Operate and Transfer “ (BOT) basis at Railway stations.
1.2) Selection
of Agency : The selection process begins
with inviting expression of interest through leading national newspapers from the interested parties/organizations.
1.3) Short-listing
of the parties/organizations will be done based on the following criteria.
i)
The
net worth of the bidder shall not be less than Rs.50.00 lakhs.
ii)
The
bidder should have minimum 5 years experience of construction, operation and
maintenance of similar facilities.
iii)
Overall
capacity and working standard of the firm by way of previous experience and
their pre bid presentation.
iv)
The
technical qualification of the officers and staff employed by the bidder.
1.4) Based
on the finalization of layout and design, a single packet tender should be
called containing the “financial bid’
from the short listed parties.
2) Normal
pay and use toilets :- Normal ‘Pay &
Use’ toilets should be constructed on BOT basis at all ‘C’ ‘D’ & ‘E’
category stations and on platforms of ‘A-1’ & A & B category of
stations. Also the renovation and
maintenance of existing toilets at these locations can be done through
public-private partnership and such toilets can be entrusted to out side
agencies on Renovate, Operate and Maintain and Transfer (ROT).
2.1) Same
procedure should be followed as outlined for Deluxe toilets.
3)
Pay
and use toilets at smaller stations : At smaller D & E category of stations
Railway shall construct the toilet units and contract be awarded to suitable
service provider selected through normal tendering process.
Note:The selection of agency for pay and use toilets is decided at divisional
level. For further details Divisional
Railway Manager (Commercial) Mumbai, Bhusawal, Nagpur, Pune and Solapur may be
contracted for the stations falling under their respective jurisdiction.
Tender
