CENTRAL RAILWAY – A PROFILE

 

 

1.       THE SYSTEM

 The Great Indian Peninsular Railway, which later formed  the nucleus of the present day Central Railway, came into existence on April 16, 1853,  when the first train on the Indian Sub-continent steamed  off from Mumbai to Thane, a modest stretch of only 33 kms. Central Railway has since grown manifold.

Central Railway, after re-organisation of zones, is now a network of 3832.18 route kilometres and 5817.96 track kilometres connecting 467 stations.  After 1st April 2003, Central Railway has been trifurcated. Bhopal and Jabalpur divisions have been transferred to West Central Railway and Jhansi division has been transferred to North Central Railway. Pune-Miraj-Kolhapur section of South Central Railway has joined Central Railway and now forms part of newly created Pune division of Central Railway.

6.       ORGANISATION

 

          General Manager (G.M.) is the overall Head of the Railway.   For efficient functioning of the Railway, G.M. is assisted by Principal Heads of Departments of various Disciplines as mentioned in para 5 above.  Central Railway is divided into 5 Divisions, which are headed by respective Divisional Railway Managers assisted by Addl. Divisional Railway Managers and various Branch Officers. The General Manager's Office has acquired ISO 9001 – 2000 Certification.  

 

          At Head quarter's level, General Manager is assisted by Additional General Manager & Sr.Dy.General Manager in General Administration.  Sr.Dy.General Manager also functions as the Chief Vigilance Officer.  While the details of functions of various Departments are separately dealt, the various functions of General Manager's Office are as under:-

 

          In addition to Addl. General Manager and Sr. Dy. General Manager, Secy. to GM, Chief Public Relation Officer, Dy. General Manager and DY Chief Rajbhasha Adhikari are also part of the General Administration set up.  For the General Branch, Sr. Dy. General Manager is the Principal HOD and Dy. General Manager is the Dy. HOD assisted by various Sr. Scale and Jr. Scale Officers for exercising powers of SOPGEN, SOPEST, DAR etc.  The role and functions of various officers in GM's Office are as follows:-

 

o       Secretary to G.M. - He is directly responsible for inter-coordination between various Departments, Divisions, Other Railways, Railway Board, etc. and also responsible for protocol management. He is assisted by Dy. Secy. (Protocol), Asstt. Secy. (Protocol), Asstt. Secy. (General), Asstt. Secy. (Confidential), Assistant Efficiency Officer and P.S.-I to GM.  

 

o       Dy. General Manager – DGM is assisted by Sr. Work Study Officer,  Asstt. Public Information Officer in Sr.Scale and DWSO, Law Officer and Assistant Secretary (Public Grievances) to deal with following matters:-

 

                   i)       DGM is Public Information Officer nominated by GM for dealing with cases pertaining to Right to Information Act, 2005.

                   ii)      DGM is also the Secretary of Zonal Railway Users’ Consultative Committee (ZRUCC), while GM is the Chairman.  

                   iii)     DGM is the coordinating Officer for Informal Consultative Committees (ICC) and various Parliamentary Committees.

                   iv)      Matters pertaining to references from MPs, MLAs, Ministers, etc. and that of Parliamentary Questions. 

                   v)       He is the Controller of Civil Defence on C.Rly.

                   vi)      Co-ordinates matter pertaining to arbitration cases.

                   vii)     Coordinator for organizing quarterly meetings of  “Participation of Railway Employees in Management” group (PREM).

                   viii)    Coordinating Officer for Staff Benefit Fund.

                   ix)      General Administration, Office Accommodation, Quarter Allotment and Library management etc.

                   x)       Matters pertaining to Staff and Public Grievances.

 

o       Sr. Works Study Officer -   He is assisted by Divisional Work Study Officer and is responsible for analyzing of the existing working of the system and develop and implement improved work culture in order to optimize the resources.  

 

o       Assistant Public Information Officer - This is the new redisgnated post created to deal with the cases under the Right to Information Act, 2005. 

 

o       Chief Public Relations Officer - He is assisted by one Sr.P.R.O. and 2 P.R.Os to deal with publicity matters with press and media.

 

o       Dy. Chief Rajbhasha Adhikari - He is assisted by Sr. Rajbhasha Adhikari and Rajbhasha Adhikari to deal with the matters pertaining to promotion and implementation of Official Language in C.Rly.  CPO is the Chief Rajbhasha Adhikari.
