            i.            The particulars of its organization, function and duties;

 

 

Organization  - It’s the Armed Force of the Union governed by the Ministry Of Railways. It is headed by the Director General Railway Protection Force and supported by a team of Officers at the Railway Board, Zonal level and field level. (Please refer to Flow Chart Enclosed). There are in all 16 Zones on Indian Railways where the base setup remains the same except the fact that there is a strength variation depending upon jurisdiction and Volume of traffic i.e. Goods and Passengers movements.

 

Functions – To provide security to Railway Property, passengers and passenger area, which include any goods, money or valuable security, animal belonging to, in the charge or possession of Railway Administration.

 

Duties - 

a)     To protect and safeguard Railway Property, passenger area and passengers and combat crime against it.

b)     To do any other Act conducive to better protection of Railway Property and combat crime against it.

c)     To remove any obstruction in the movement of Railway Property or passenger area.

 

And to perform other functions of an Armed Force of the Union and to exercise powers of Railway Servant as conferred by or under the Railways Act 1989.

                     ii.            The powers and duties of its officers and employees.

 

The Powers have been classified into three main types as per the rank and file –

1.               Administrative

2.               Financial

3.               Disciplinary

 

The said powers have been given vide RPF Rules 1987.

 

Director General RPF-

 

Administrative powers- The DG RPF shall exercise all administrative powers in relation to deployment, appointments of all ranks, transfers, promotions, rewards, leave, privilege passes, transfer allowance and deputations to other Forces both at national and international.

 

Financial Powers – All Financial powers as per SOP (Schedule Of Powers)

 

Disciplinary – The DG RPF shall have the power to suspend, dismiss, remove, order compulsory retirement, reduction in rank withhold promotion, pension and removal from any office of distinction, all enrolled members of the Force
 
Chief Security Commissioner –

 

Administrative Powers – The CSC shall exercise all administrative powers in relation to deployment, appointments of all enrolled members of Force, transfers within the Railway Zone and inter Railway after approval from DG RPF and promotions up to rank of Inspectors, rewards, privelege passes and leave.

 

Financial Powers - All Financial powers as per SOP (Schedule Of Powers)

 
Disciplinary – The CSC shall have the power to suspend, dismiss, remove, order compulsory retirement, reduction in rank withhold promotion, pension and removal from any office of distinction, all enrolled members of the Force.

 

Additional Chief Security Commissioner /Dy Chief Security Commissioner/

Principal RPF Academy–

 

Administrative Powers - The Addl.Chief Security Commissioner/DyCSC/Principal RPF Academy shall exercise all administrative powers in relation to deployment, appointment of enrolled members of the Force below the rank of Inspector, promotion up to the rank of Sub-Inspector, transfers all the ranks below the rank of Inspector, privilege passes, transfer allowance, rewards and leave.

 

Financial Powers - All Financial powers as per SOP (Schedule Of Powers).

 

Disciplinary – The Addl CSC/DyCSC/Principal RPF Academy shall have the power to suspend, dismiss, order compulsory retirement and remove all enrolled members below the rank of Inspector, reduction in rank or grade, withholding of promotion and removal from any office of distinction of all enrolled members of the Force.

 

Divisional Security Commissioner /Commanding Officer/Senior Security Commissioner –

 

Administrative Powers – The DSC/CO/SrDSC shall exercise all administrative powers in relation to deployment, appointments of enrolled members of the Force below the rank of Sub-Inspector, promotion up to the rank of Asst.Sub-Inspector, transfers all the ranks below the rank of Inspector within the same division, rewards, privilege passes, transfer allowance and leave.

 

Financial Powers - All Financial powers as per SOP (Schedule Of Powers).

 

Disciplinary - The DSC/CO/SrDSC shall have the power to suspend all enrolled members of the force. He can dismiss, remove, and compulsorily retire all members below the rank of Sub-Inspector. He can reduce in rank or grade, withhold increments, promotion, reprimand and censure all the enrolled members of the Force.

 

Asst.Divisional Security Commissioner

 

Administrative Powers - The Asst. Divisional Security Commissioner shall not exercise any powers in relation to appointments, promotion, transfers but he can grant leave, give rewards, issue passes and PTO’s (privilege ticket orders) to all enrolled members of the Force.

 

Financial Powers - All Financial powers as per SOP (Schedule Of Powers).

Disciplinary – The ASC can suspend, reduce in rank or grade all under officers and below and can with hold increments of all enrolled members below the rank of Asst.Sub-Inspector In exceptional circumstances subject Rule 133 the ASC can place a Sub-Inspector under suspension.
 
Inspector

 

Administrative Powers – An Inspector may sanction full casual leave to all enrolled members of the Force and also issue privilege passes, special duty passes, Medical passes in accordance with pass rules to all enrolled members of the Force.

 

Financial Powers – no powers.

 

Disciplinary Powers – Inspectors may award punishment such as confinement to quarters for a period not exceeding 14 days with or without punishment drill, extra guard or any other duty to members of and below the rank of under officers. Inspectors may reprimand members of and below the rank of Asst.Sub Inspector.

 

         iii.                       The procedure followed in the decision making process, including channels of accountability;

 

Decision making process -In RPF it is a two way process. All the policy decisions pertaining to recruitment, manpower planning, creation of new posts, deputations at the national and international level and any such other matters pertaining to the efficient and result oriented functioning of the Force are done by Director General RPF sitting at the Security Directorate Railway Board. The decisions taken on the above issues are thereafter passed on the Zonal Railways and lastly to the divisions for implementations.

The decisions like issue of Clothing, Zonal transfers/divisional transfers, leave, crime control are generated from Post Level (Chowkis) to Divisional Level and Lastly to Headquarters.

 

 

 

 

 

 

 

 

 

 

Channels Of Accountability – Accountability begins from the Post Level passes on to Division, Division to Zone and Zone to the Railway Board. (Please Refer to Chart below)

          iv.            The norms set by it for discharge of its functions;

 

 The norms set for discharging the functions are Railway Property Unlawful Possession Act 1966 and Railways Act 1989.

 

          v.            The rules, regulations, instructions, manuals and records held by its employees for discharging its functions.

Rules- the rules followed are Railway Protection Rules 1987 dated Dec 3rd     1987. 

Regulation – the regulation followed is Railway Protection Force Regulation 1966.

Instructions – Depending upon the prevailing situation certain set of instructions are issued though local orders, standing orders and circulars For Ex- Deployment, Transfers, Promotions and theft of Railway Property.

Manuals – The manuals are The Railway Property Unlawful Possession Act 1966, The Railways Act 1989.
