SIGNAL & TELECOMMUNICATION DEPARTMENT

Clause 4.1(b) (i) : The particulars of its organization,
functions and duties.
The efficient upkeep of Signal &
Telecommunication assets of the Railways is the responsibility of the Open Line
Organisation of the Signal & Telecommunication Engineering Department.
Chief Signal & Telecommunication Engineer
(CSTE) is the Administrative and Professional Head of the Signal &
Telecommunication Department and is responsible to the Zonal General Manager
for the efficient and economical working of the Department. He is assisted by Chief Signal Engineer
(CSE), Chief Communication Engineer (CCE), Chief Signal & Telecommunication
Engineer/Planning and Project (CSTE/P&P) and Chief Workshop Manager
(CWM). They are responsible for their
respective areas of control.
These officers are assisted by Deputy Chief Signal
& Telecommunication Engineer, Executive Signal & Telecom Engineer and
Assistant Executive Signal & Telecommunication Engineers as per the
yardstick issued by Railway Board from time to time and with approval of G.M.
The functions of this department includes
implementation of the instructions of the Railway Board pertaining to Signal
& Telecom Department in its territorial jurisdiction, frame Action Plan
within the framework of the policy and guidelines from Railway Board, monitor
its implementation by the respective executive agencies in the Divisions,
project the budget and works requirement to Board. Also, Zonal Headquarters help divisions in
getting the policy guidelines issued from the Board from time to time.
Divisional Organisation
Set up:
There are five Divisions under Central Railway,
each Division is headed by Sr.Divisional Signal & Telecom Engineer who are
directly under the administrative control respective Divisional Railway
Managers. Officers of Sr.Scale and Assistant grade assist them.
The powers and duties of officers are guided by the
directives of Railway Board and Schedule of Powers (SOPGEN) delegated by the
Zonal General Manager and Schedule of Powers on Establishment Matters.
The decision making process for normal working
(without much financial implications) are taken at executive levels within
their domain of activities. However,
decisions of greater importance are taken at higher level within the framework
of Schedule of Powers delegated by Zonal General Manager and as per various
manuals and rule books pertaining to S&T Department. {Please refer

The norms are set by way of various manuals and
rules {Please refer Clause 4.1(b)(v)}; SOPGEN and various policies
issued from Railway Board from time to time.

used for discharging the functions of the department:

Central Railway.

Schedule of Dimension – published by General
Manager, Central Railway.
In addition, the Ministry of Railways publishes
Correction Slips from time to time.
The guidelines, circulars, etc. issued by Railway
Board, technical documents like circuit diagrams, yard plans, technical details
related to the Signal & Telecom installations, contracts of works and
related documents, General Correspondence, documents related to Works Programme
& Planning, Staff matters pertaining to staff of this Department are
generally in the custody of this Department.

of the public in relation to the formulation of its policy or implementation
thereof.
Being a Technical service department no
direct Consultation/interaction exists with the public.

The Railway staff is getting their remuneration as
per the rules and grades framed by the Central Government.

Allotment of budget grant to this department is
done by the Railway Board. FA&CAO is the coordinating officer.
