information on Item No. 4 (I) (b) of Chapter-II of “Right to Information
Act’2005 pertaining to Electrical Department is furnished below:-
Item No. 4 (I) (b)
i)
The
main functions & duties of Electrical Organization are to maintain
electrical assets such as EMU, Locos, AC & TL coaches and power supply.
Provide public amenities and safety measures in the stations.
ii)
There
are different type of powers have been delegated under “Schedule of Powers - 2001” issued by GM’s Office and officers
working in Electrical Department are strictly following in all matters. The
duties & responsibilities of each officer is as under:-

2.1 All
matters pertaining to General Administration of CEE’s
Office and establishment matters pertaining to Gazetted
and Non-Gazetted staff including postings and
promotions etc.
2.2 All
matters pertaining to Processing, preparation, finalization, approval and
Monitoring of Progress of M&P, RSP, Works Programme,
Revenue Works, including DC to AC Conversion.
2.3 All
matters pertaining to Corporate Plan, Revenue Budget, Budget for Demand No.16,
Expenditure Control. Submission of Estimate for Electrical portion of Mixed
Works,
2.4 All
matters pertaining to Man Power Planning, staff Redeployment, Efficiency
Shield, Annual Reports, Central Railway’s Action Plan, Work Study Reports,
Audit & Accounts reports, Draft & Audit Paras,
Stock Verification, Public Account Committee, Scrap Disposal, Parliamentary
Questions, Parliament Committee, GM’s Annual Report, Compliance of Inspection
notes of CRB, ML, AML, Board Members, GM, information required for press,
Important meetings like PNM POM, PREM, GMs’ Conference. He will Co-ordinate
with Divisions and Other Departments, zonal Railways, workshops, Railway Board
and other HODs in this regard.

3.1 All
matters including technical, stores, maintenance, operation, punctuality
pertaining to 25 KV AC & 1500 V DC traction system (Excluding DC to AC
conversion) and assets connected with it. Co-ordination with divisions, other
departments, Zonal Railways, RE, workshops, State Electricity Boards’
Regulatory Authorities, Maintenance Study Group, RDSO and Railway Board in this
regard.
3.2 Co-ordination
with regards to energy conservation and RE works with other HODs.
3.3 Functioning
of EIG cell and scrutiny of proposals for EIG’s
clearance for Traction installations and track crossings in electrified areas.
3.4 Ensuring
manning of disaster management cell & control room in case of break
downs/derailments/collisions/fire etc. and ensure that official at adequate
level reach the site by earliest means.

4. DUTY LIST OF CHIEF ELECTRICAL SERVICE ENGINEER

4.1 All matters including technical, stores,
maintenance, operation, punctuality, pertaining to TL & AC coaches, and
Electrical General Services including Passenger Reservation System.
Co-ordination with Divisions, Workshops, Other Departments, Other Zonal Railways, State Electricity Boards, Production Units,
RDSO and Railway Board in this regard.
4.2 Co-ordination
with regards to replies of references from Ministers, MP & MLA’s, Public
complaints, Electrical Standards Committee, Standing Action Committee for
Passenger Amenities, Maintenance Study Group Meeting for TL&AC, Suburban
Consultative Committees Corporate Enterprise Group and MCDO to ML.
4.3 Scrutiny
of proposal for EIG’s sanctions concerning
non-electrified divisions & power supply installations other than electric
traction, track crossing in non-electrified area and Konkan
Railway.
4.4 All
matters pertaining to quality training of supervisors, periodical examinations
and administration of Centralized Electrical Training Institute (CETI) at Thakurli.
4.5 Ensuring
timely communication of position and of accidents/unusual occurrences to
Railway Board.
4.6 Co-ordinate with other HOD’s
regarding ESC and CEE’s Conference.

5. DUTY
LIST OF CHIEF ELECTRICAL LOCO ENGINEER

5.1 All
matters including technical, stores, maintenance operation, punctuality,
pertaining to electric Locos (AC,DC,DC-AC) & POH of electric loco at
ELW/BSL, Co-ordinate with divisions, workshops, other department, Zonal
Railways, production units, RDSO & Railway Board in this regard.
5.2 Co-ordinate
with regard to Safety, punctuality and Running staff matters with operating
branch. CELE will be nodal officer for all work pertaining to Safety and
co-ordination with CSO.
5.3 Co-ordinate
Training of staff in ZTC/BSL and simulator cell BSL including simulator
training of Running Staff, Maintenance Study Group on Locos.
5.4 Co-ordinate with other HOD’s
regarding GM’s MCDO to CRB.
Any other work assigned by CEE.
6. Duty list of Chief Electrical Engineer(Rolling Stock)

6.1 All
matters including technical, stores maintenance, operation pertaining to EMU,
Car Sheds, POH Matunga shop, Traction machine shop NKRD and Rewinding shop of
KYN Shed including co- ordination with sheds, other shops, other Rlys and Rly Board in this
regard.
6.2 Co
ordinate with stores branch in respect of stores pertaining to EMU sheds EMU
POH shops MTN and Rewinding shop of KYN Shed.
6.3 All
matters related to traction motor repairs including approval of specifications
etc.
6.4 Co-ordinate with all other HOD’s regarding CEE’s MCDO to ML.
Any other work assigned by CEE.
iii)
Decisions
are taken at the level of HAG/ SAG considering the appropriate authority
through respective work controlling officers and supervisors keeping in view
the matters for its accountability.
iv)
There
are norms for discharging functions of Electrical Department, guidelines for
policy matters, finance matters and maintenance of electrical assets are issued
by Railway Board and these guidelines & policy matters are implemented by
all officers and supervisors.
v) Rules,
Regulations and instructions are being issued/modified from time to time as per
the requirement for smooth functioning of Electrical Department and its
implementation is being monitored at officers level.
